this guy has been doing it for quite a while, and here’s his list of top prospects, along with his thoughts and scouting reports.
FWIW, he has Pettibone and Colvin as #3 and #4 prospects, but I believe he considers not just the upside, which seems to be the case here (though I may be wrong).
