Mitch Maier and Brayan Pena are playing significant roles on a major league club for the first time in their careers.
And Alberto Callaspo is starting full-time for the first time in his career.

Callaspo is a very good little hitter... all kinds of bad at 2B, though.

I think I remember reading that the 1979 Pirates might have gone the season without a Rookie. Could be wrong, though, and I don’t have time to check right now. ;)

I guess you could argue that since they are so bad, there is no reason to start service time clocks. I don’t know that you could argue that well though…

They have almost zero in the way of prospects at Omaha
Maier and Brayan Pena were already called up. Ka’aihue hasn’t been, of course, he’s the glaring exception.
On the pitching side, Chris Hayes was promoted from Wichita mid-season, and he deserves a September callup, but there’s absolutely nobody in the rotation there that is a prospect—Lenny DiNardo, Heath Phillips, Brandon Duckworth, Dusty Hughes, Matt Wright. Ugh. Carlos Rosa is a good prospect, but he’s giving up a hit an inning and a walk every other inning, so it’d be nice for him to work some of that out at Omaha rather than in Kansas City.

There is a couple of reasons it is not happening
No talent in AAA or AA
and
team is willing to give known crappy pitchers and hitter way too much time and money
