Kemp

Unless I am reading this incorrectly Matt Kemp comes in at 8.1 runs for 2008 OFers, which would put him at #2 on your OF list. Which leads me to believe that this is like that previous arm study that showed Kemp at the top of the list, in that it is not just about arm strength, accuracy and time to get rid of the ball, but also about speed and how quickly you get to the ball and can charge it. I have no problem with the outfielders speed and his arm being combined, but if that is the case, I’d like to see it called something else. I’m not saying Kemp doesn’t have a fine arm, but I have trouble believing it’s the 2nd best OF arm in all of baseball based on what I see with my own eyes.

Ichiro is 5.5, which would put him on the list too. Seems to be an incomplete list. When I sorted the league leaders by defense/arms, I get the same OF list as you, but when I start looking at other individual players who I think have good arms and should be on the list, they indeed should be.
