Topic...if you could be GM of one team in baseball who doesn't look like they will make the playoffs or contend in 2006, who would it be, and what your plan be?

GM
I would become the Reds GM.  No matter what I would do would be an improvement over the current regime.  The first thing I would do is trade Milton and Casey away for anything that could resemble a pitching prospect.  I would even pay some of Milton's salary just to be rid of him.  Then call up Jimenez and Kearns and play them everyday.  The Reds have enough hitting to compete but they need pitching of all types.  Since the upcoming pitching crop seems light I would try to get some nontendered guys.  I wouldn't change that much from the draft, their strategy of going for high reward high school pitchers is not neccessarily bad.  The Bowden strategy of picking up guys off the scrap heap and turning them into effective starters was a good one so I would try to continue it.  I just wouldn't sign them again, especially if they had a torn shoulder muscle.  Overall I would do anything I could to get cheap pitching until they can develop young pitching.

Subject:
I'm going to assume that in this hypothetical situation the team has ownership that's willing to at least allow a reasonable payroll based on the team's revenue, maybe not losing money but not having the owners make a ton off the team either.

In that situation I'd have to pick the Devil Rays, and not just because I'm a fan.

The biggest obstacle to success in the future for the Rays is incompetent management and greedy ownership. Fix those and you have everything you'd want for a future contender.

Current players to be used as trading chips to bring in more prospects? Aubrey Huff, Danys Baez, Julio Lugo

Depth which allows you to either keep players for your team or trade them to fill other positions? Rocco Baldelli, Joey Gathright

Young, cheap talent on the team already? Carl Crawford, Jonny Gomes, Jorge Cantu, Scott Kazmir, Chad Orvella

Excellent prospects in the system? BJ Upton (not officially a prospect now, but whatever), Delmon Young, Jeff Niemann, Jason Hammel, Wes Bankston

Other prospects that look like they could be solid or better contributors? Chris Seddon, Reid Brignac, Elijah Dukes, Wade Townsend

Depth in pitching prospects to get through the normal attrition of young pitchers? James Houser, Jon Barratt, Jarod Matthews, Andy Sonnanstine, and various others already in the system or just drafted

Properly run the Rays have as bright a future as any franchise in the game. I'd consider the Brewers a close second for this and if I'm stuck with current ownership for this exercise then I'd pick them instead of the Rays.
